Can we add other SE sites to the "it doesn't belong here" flag submenu?
No. At least not until we start migrating a lot more questions. See Rebecca Chernoff's comment here

Why was the quasar question migrated to Physics.SE instead of Astronomy.SE?
The question should be, why not? It's perfectly on-topic on either site, and it's doing quite well where it is.
